From the TAR framework to the TAR Platform

How connected software capabilities support a governed approach to asset resilience.

One purpose, three connected concepts

Total Asset Resilience is the organisational capability to maintain asset-supported functions through changing conditions and impairment. The TAR framework sets out a shared definition, principles, capabilities and outcome domains. A Total Asset Resilience Platform supports application of that framework through connected software capabilities. People, responsibilities and operating processes remain central to the approach.

What is a TAR Platform?

The framework defines a TAR Platform as a composable software platform that connects the changing state of physical assets and digital systems with their operating conditions and dependencies. It supports understanding of impairment and consequence, informed decisions, coordinated interventions and evidence of outcomes. The platform concept describes a software category through its purpose and capabilities.

Connect information to the service it supports

Useful asset information includes the function being supported, the operating conditions and the systems or suppliers on which that function depends. A platform brings these relationships into a shared context so that a change in equipment condition, configuration or external supply can be assessed against service needs. Data ownership, quality and currency influence how confidently that information can be used.

Connect consequence to accountable action

The framework’s capability domains support a continuous cycle: understand current conditions, assess consequences and options, authorise an appropriate intervention, and check its result. Software can bring evidence together and coordinate workflows across responsible teams. Decision rights, operational limits and the authority to approve action remain explicit within the organisation’s governance.

Work alongside existing systems

Asset management and maintenance systems, building and operational controls, monitoring, engineering models and risk or assurance records each contribute useful information and processes. A TAR Platform connects those contributions around the asset-supported service and its outcomes. Integration should retain clear ownership of source information and accountable execution in the systems and teams responsible for the work.

How the eight capability domains contribute

Continuous contextualisation and physical–digital integration establish the connected picture. Dependency modelling, resilience intelligence and scenario testing support assessment. Decision and intervention orchestration helps coordinate action. Assurance and learning checks the result, while governance and interoperability support trusted operation across all of these activities. The domains work together and can draw on integrated capabilities.

An illustration: a university research facility

A specialist facility depends on environmental controls, power and digital monitoring. When a supporting asset is impaired, a connected view helps estates and research teams identify affected activities, assess suitable alternatives and agree action. The platform supports the exchange of information, decisions and subsequent evidence. The responsible teams establish the conditions under which research can continue or resume.

Evaluate the service outcome

The value of a platform should be assessed through the decisions and outcomes it supports. Questions include whether changing dependencies were understood, whether the right owners could act on trustworthy information, and whether the intended service was maintained or restored. Outcome evidence should expose remaining constraints and feed into future decisions.

Developing and applying the framework

Public resources explain the application environments, capabilities and outcome domains. Comprehensive framework access provides authorised contributors and stakeholders with detailed information models, decision guidance, implementation and evaluation material to support development and application of TAR.
