Services and functions to maintain
Usable premises and continuity of the activities they accommodate.
Commercial resilience depends on how a property is used. A fault during a quiet period may have different consequences during a fully occupied event, trading peak or critical tenant activity. Establish the boundary between landlord systems, tenant equipment and externally provided services before assessing disruption.
Relevant assets and dependencies
- Power, ventilation, cooling, lifts, water and access systems support different occupancies and operating hours.
- Shared services can connect multiple tenants, including activities with different continuity requirements.
- Building controls, connectivity, maintenance providers and delivery access influence both operation and recovery.
Cooling capacity during a peak occupancy period
Part of a shared cooling system becomes unavailable before a period of high occupancy. Different floors and tenant activities have different needs.
Assess usable capacity against the activities at risk, agree operating adjustments and coordinate the repair window. Check conditions in occupied areas and record whether the agreed continuity arrangements worked.
This example supports discussion of the framework. It describes no measured result or prescribed operating procedure.
Decisions TAR helps inform
- Identify the activities and occupancies affected by reduced building performance.
- Assess temporary relocation, changes to operating hours or phased work against tenant and occupant needs.
- Coordinate landlord, occupier and contractor decisions, including safe reoccupation and communication.
Evidence of the intended outcome
Select evidence that reflects the service, its agreed limits and the consequences of impairment.
- Service interruptions and the activities, occupied areas or trading periods affected.
- Functional tests and confirmation that conditions meet the agreed requirements for use.
- Records of decisions, tenant communications and the performance of temporary arrangements.
Record the baseline, assumptions and any remaining constraints. Review what the intervention achieved and use the findings to improve future decisions.

Mixed-use developments may include homes, healthcare or communications facilities. Apply the relevant environment guidance to those functions while retaining a shared view of building dependencies.
