Services and functions to maintain
Safe movement of people and goods across a connected network.
A transport asset serves a route or network, with consequences extending beyond its physical location. The effect of a closure depends on demand, alternative routes, interchange capacity and the needs of passengers or freight users. Define the movement or access to be maintained and the conditions required for safe operation.
Relevant assets and dependencies
- Structures, track or road surfaces, terminals, vehicles and handling equipment support movement.
- Signalling, communications, power, fuel and control systems support coordinated operation.
- Maintenance access, response teams, weather conditions and adjacent networks influence recovery.
A bridge restriction changes the wider network
An inspection leads to a restriction on a bridge carrying an important route. Alternative routes exist but may have limited capacity or different vehicle constraints.
Assess affected movements, the capacity of alternatives and the repair options. Coordinate restrictions and communications, then verify the asset and network conditions required before restoring normal use.
This example supports discussion of the framework. It describes no measured result or prescribed operating procedure.
Decisions TAR helps inform
- Assess restriction, closure, rerouting or reduced service against safety and the capacity of alternatives.
- Coordinate infrastructure, fleet and operating teams when planning interventions or returning assets to service.
- Communicate effects on users and agree evidence for reopening and subsequent monitoring.
Evidence of the intended outcome
Select evidence that reflects the service, its agreed limits and the consequences of impairment.
- Service capacity, journey disruption and access maintained during impairment.
- Inspection, testing and documented authority to reopen or restore operation.
- Performance of alternative routes and review of congestion or disruption transferred elsewhere.
Record the baseline, assumptions and any remaining constraints. Review what the intervention achieved and use the findings to improve future decisions.

Transport hubs can contain commercial property, communications facilities and local energy systems. Their individual requirements should be connected to the transport services they support.
